Job Description

Job Summary:

The Human Resource Specialist is responsible for supporting the full spectrum of Human Resource functions, including Talent Acquisition, Employee Relations, Compensation &Benefits, Training & Development, HR Operations, employee lifecycle administration, government compliance, and HR projects.

This role works closely with employees, managers, and external stakeholders to ensure effective HR service delivery, regulatory compliance, employee engagement, and support for business objectives. The Human Resource Specialist may be assigned to focus on specific HR functions and is expected to provide backup support across all HR disciplines as required.

Essential Duties and Responsibilities:

Compensation &Benefits

. Support payroll preparation and verification activities.

. Administer employee benefits programs, insurance, flexible benefits, leave management, and incentive schemes.

. Support annual salary review, promotion, bonus, and compensation benchmarking exercises.

. Ensure accurate employee records for payroll and compensation processing.

. Respond to employee inquiries related to compensation and benefits.

HR Operations & Administration

. Maintain employee personnel files (electronic and physical records).

. Ensure employee data accuracy within HRIS systems.

. Prepare HR letters, employment contracts, confirmation letters, promotion letters, and other HR documentation.

. Support onboarding, transfers, promotions, and offboarding activities.

. Maintain HR reports, dashboards, and workforce analytics.

Employee Relations & Engagement

. Support employee engagement activities, communication programs, and site events.

. Support employee recognition and culture-building initiatives.

. Maintain positive employee relations and promote company values and policies.

Government Compliance & Reporting

. Support compliance with MOM regulations and employment legislation.

. Prepare and submit government surveys, statutory reports, and compliance-related documentation.

. Support work pass applications, renewals, cancellations, and related administration.

. Ensure employee records and HR practices comply with company policies and regulatory requirements.

. Assist during audits and compliance reviews.

Continuous Improvement & Projects

. Participate in HR process improvement initiatives and projects.

. Support HR digitalization, system implementation, and workflow enhancements.

. Contribute to policy development and HR best practices.

. Perform other HR-related duties as assigned.

Authority:

  • Recommend improvements to HR policies, procedures, and programs.
  • Liaise with government agencies, training providers, recruitment agencies, payroll vendors, and external stakeholders.
  • Coordinate HR activities and provide recommendations to management.
  • Escalate employee relations and compliance concerns where appropriate.

Education/Experience and Qualifications:

  • Diploma or Bachelor's Degree in Human Resource Management, Business Administration, or related field preferred.
  • Minimum 1-5 years of Human Resource experience.
  • Knowledge of Singapore Employment Act, MOM regulations and tax regulations preferred.
  • Experience in one or more HR disciplines including Recruitment, Employee Relations, Compensation & Benefits, Training, or HR Operations.
  • Proficiency in Microsoft Office applications and HRIS systems.
  • Strong communication, interpersonal, and organizational skills.
  • Ability to handle confidential information with professionalism.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Relevant certifications in HR or related fields are a plus.
