A specialist engineering services company supporting high-tech manufacturing industries is looking for an experienced HR Manager to join their growing Singapore team. Reporting to the General Manager directly, this is a hands-on leadership role suited for someone who thrives in a build-phase environment, takes full ownership of HR operations, and is ready to establish and scale an HR function from the ground up within a technically complex, project-driven business.
Responsibilities:
- Partner with the General Manager and Management team to develop and implement HR initiatives, policies, and workforce strategies aligned with business objectives
- Provide HR advisory and coaching to managers on employee relations, performance management, disciplinary matters, and employment legislation
- Lead end-to-end recruitment across engineering, technical, and support functions
- Manage the full performance management cycle including goal setting, reviews, calibration, and performance improvement initiatives
- Oversee compensation and benefits administration, payroll validation, and ensure accurate and timely statutory filings and obligations
- Lead employee relations matters including investigations, grievance handling, and disciplinary processes, ensuring fairness and compliance
- Drive employee engagement, learning and development programmes, wellness initiatives, and internal communications
- Oversee HR operations and HRMS administration, including the evaluation, implementation, and integration of HRMS with the Company's ERP system
- Ensure compliance with the Singapore Employment Act, MOM regulations, CPF requirements, and other applicable statutory obligations
- Support the Company's Integrated Management System requirements including ISO 9001, ISO 14001, and ISO 45001 standards
- Oversee administration functions including office management, facilities coordination, insurance renewals, and vendor management
Requirements:
- Degree in Human Resources, Business Administration, Management, or a related discipline
- Minimum 8 years of progressive HR experience, including at least 2-3 years in a supervisory or managerial capacity
- Proven experience managing the full spectrum of HR and Administration functions independently within a lean team
- Experience in engineering, construction, infrastructure, or manufacturing environments will be highly advantageous
- Demonstrated experience building or scaling an HR function within a newly established or greenfield organisation
- Hands-on experience with HRMS evaluation, implementation, and ERP integration
- Strong knowledge of Singapore employment legislation, MOM regulations, and CPF requirements
