Job Description

Job Summary

Manage comprehensive HR functions including recruitment, payroll, employee relations, compliance, and training to support organizational growth and operational excellence in a project-based environment.

Responsibilities

  • Lead end-to-end recruitment processes including job advertisement creation, candidate screening, interview coordination, and employment offer preparation to secure qualified talent.
  • Coordinate pre-employment documentation, onboarding, orientation, and deployment to ensure smooth new hire integration.
  • Maintain recruitment records and collaborate with departments and project teams to monitor and fulfill manpower requirements.
  • Prepare and manage HR correspondence such as employment contracts, confirmation letters, salary adjustments, transfers, resignations, and termination documents.
  • Maintain accurate employee records, personnel files, leave records, and HR databases to support HR operations and compliance.
  • Manage employee lifecycle events including confirmations, transfers, promotions, salary adjustments, resignations, and terminations with accuracy and confidentiality.
  • Administer employee insurance, medical benefits, and work injury claims to support employee welfare.
  • Execute end-to-end monthly payroll processing by verifying salary components, overtime, allowances, bonuses, deductions, and leave adjustments to ensure timely and accurate salary payments.
  • Review attendance records, timesheets, overtime submissions, and leave data before payroll finalization to maintain payroll accuracy.
  • Prepare and submit monthly CPF contributions and statutory payments within deadlines to ensure regulatory compliance.
  • Address employee payroll inquiries and resolve discrepancies promptly to maintain trust and transparency.
  • Maintain confidentiality and accuracy of payroll records and employee compensation information.
  • Support annual tax reporting by preparing and submitting IR8A and other IRAS-required documents.
  • Coordinate tax clearance (IR21) for foreign employees as applicable to comply with tax regulations.
  • Generate monthly payroll reports, payroll reconciliations, and related financial reports for Finance and Management review.
  • Respond to employee HR-related inquiries and provide clear guidance on company policies and employment matters.
  • Assist in managing employee grievances, disciplinary actions, misconduct cases, and workplace issues to maintain a positive work environment.
  • Support preparation of warning letters, incident reports, and other employee relations documentation as needed.
  • Coordinate employee training programs, mandatory courses, certification renewals, and license management to ensure workforce competency.
  • Maintain training records and monitor certification validity and expiry to ensure compliance with regulatory and company standards.
  • Liaise with training providers and internal departments to arrange and facilitate training sessions.
  • Ensure HR practices comply with the Singapore Employment Act, Ministry of Manpower regulations, CPF, and foreign manpower requirements to uphold legal standards.
  • Support compliance efforts related to foreign manpower, workplace injury, fair employment practices, and statutory obligations.
  • Assist with HR audits and prepare documentation for government agencies, auditors, clients, and management as required.
  • Contribute to the development, review, and implementation of HR policies, procedures, and employee guidelines to enhance HR effectiveness.
  • Prepare HR reports, manpower statistics, and management reports to support data-driven decision-making.
  • Participate in HR projects and process improvement initiatives to drive operational excellence.
  • Perform additional HR and administrative duties as assigned by management to support organizational needs.

Preferred competencies and qualifications

  • Hands-on experience with Work Permit and S Pass administration.
  • Diploma or Degree in Human Resource Management, Business Administration, or related discipline.
  • Minimum 3-5 years of HR Generalist experience, preferably in construction, engineering, M&E, manufacturing, or project-based environments.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and Outlook.
  • Strong organizational skills to manage multiple priorities and deadlines effectively.
  • Good interpersonal and communication skills to collaborate with employees at all levels.
  • Meticulous and responsible approach to handling confidential information professionally.
  • Ability to work independently in a fast-paced environment.
