Job Description

The Role

As a Human Resource & Administration (HRA) Officer, you will manage end-to-end recruitment, coordinate learning and development programmes, administer government grants, and support talent development initiatives.

Additionally, you will also contribute to building workforce capability, driving HR digitalisation, and enhancing organisational effectiveness. We are looking for an aspiring HR professional who is hands-on, resourceful, and able to thrive in a fast-paced manufacturing environment.

The Daily

  • Manage the full recruitment cycle, including job postings, candidate sourcing, screening, interview coordination, offer preparation, onboarding, and pre-employment administration.
  • Partner with hiring managers to support manpower planning and provide recruitment support and market insights.
  • Coordinate learning and development programmes, including training administration and records management.
  • Process government grants and claims while ensuring compliance with funding requirements.
  • Support talent management initiatives such as succession planning, leadership development, and employee development programmes.
  • Liaise with training providers, government agencies, educational institutions, and recruitment partners.
  • Support HR digitalisation initiatives, including HRMS, Learning Management Systems, workflow automation, and HR analytics.
  • Assist with HR projects, employee engagement initiatives, policy implementation, and other HR & administration duties.

The Essentials

  • Recognised Diploma/Degree in Human Resource Management, Business Administration, Psychology, Engineering or related discipline(s).
  • Minimum 3 years of HR experience with strong exposure to full-cycle recruitment and learning & development.
  • Proven experience in administering government grants and claims (e.g. SkillsFuture Singapore, Workforce Singapore, NTUC/e2i).
  • Good understanding of Singapore Employment Act and HR best practices.
  • Strong communication, stakeholder management, organisational, and multitasking skills.
  • Resourceful, meticulous, proactive, and able to work independently with a high level of integrity.
