Job Description

The applicant must possess
  1. a recognised degree or above in Facility Management, Property Management, Hotel Management, Project Management or a related discipline.
  2. a minimum of 10 years post-qualification managerial experience in facility/property management, hotel operations, large-scale residential complexes or similar environments would be a definite advantage
  3. a holder of a PMSA License (Tier 1) and Security SSP is preferred
  4. strong knowledge of facility operations, including security management, traffic control, smart/digital facility management systems and customer services is preferred
  5. proven people and vendor management experience with strong leadership and accountability
  6. strong communication, negotiation and stakeholder management skills
  7. able to work independently, exercise sound judgement and manage competing priorities
  8. proficiency in MS Word, Excel and Chinese word processing and
  9. good command of written and spoken Chinese (Putonghua and Cantonese) and English.

Duties include

CIC is looking for a highly talented individual to fill the opening of Construction Sector Imported Labour Quarters (The Quarters). The incumbent will be on shift duty to lead and oversee all operational and management aspects of the Quarters, ensuring smooth daily operations, discipline, safety and service quality under a 24/7 operating model.

  1. to Lead and manage in-house teams and outsourced contractors providing full-spectrum facility management services, including security and access control, cleaning and housekeeping, horticulture and pest control, shuttle services, and repair and maintenance works Ensure contractor performance, service levels, cost control, and compliance with contractual and statutory requirements.
  2. to develop, implement and regularly review policies, SOPs, house rules and operational guidelines, and maintain robust documentation, records and reporting systems
  3. to oversee the operation, maintenance and upgrading of facilities, infrastructure and systems, including CCTV, PA systems, access control and resident registration systems
  4. to lead resident relations, including handling complaints, enquiries and conflicts professionally and liaise closely with residents representatives to mitigate operational, reputational and community risks
  5. to maintain effective working relationships with government departments, community stakeholders and internal functional teams in Hong Kong and the Mainland
  6. to take overall responsibility for risk management, security control and emergency response Lead incident handling, emergency drills and crisis response, coordinating with relevant authorities and internal teams
  7. prepare regular operational reports and updates for senior management and relevant boards, committees or task forces
  8. provide operational input and professional advice for site transition or relocation planning associated with the future relocation of the Quarters and
  9. to carry out any other duties, including but not limited to ad hoc tasks/assignment, as assigned by the Chairman / CEO of the CIC's subsidiary from time to time.
