Job Summary
This role is a strategic and critical position responsible for designing and building a global talent development system centered on skills and business impact.
The role requires close collaboration with senior leadership and business units to transform Learning & Development from a traditional training function into an organizational capability-building and performance-driving engine. Leveraging data and AI, this leader will establish a forward-looking, scalable, and high-impact learning ecosystem.
Key Objectives
- Establish and govern global learning and talent development strategy
- Drive the transition to a skills-based organization
- Translate learning investments into measurable business outcomes and talent impact
- Build AI-driven and digital learning experiences
- Strengthen corporate culture and leadership development to support organizational transformation
Key Responsibilities
1. Strategy Development & Organizational Transformation
- Develop global learning and talent development strategies aligned with business goals and growth priorities
- Build enterprise competency and skills frameworks
- Integrate learning & development, performance management, talent reviews, and succession planning
- Support key transformations such as digital transformation, AI adoption, and cultural evolution
2. Learning Ecosystem & Capability Building
- Design and implement an integrated learning model based on the 70-20-10 framework
- Drive skills-based learning and personalized learning pathways
- Plan and optimize learning platforms (LMS / LXP)
- Establish cross-functional and cross-regional talent development mechanisms
3. Leadership & Key Talent Development
- Design and implement leadership development programs and a leadership pipeline
- Foster a coaching culture and enhance managerial capabilities
- Strengthen cultural continuity and leadership behaviors, transforming corporate values into observable leadership and management practices embedded in daily operations
- Lead large-scale, globally impactful leadership and culture initiatives to ensure real adoption in management and decision-making
4. AI & Learning Technology Enablement
- Integrate AI into learning applications
- Drive adoption of learning experience platforms (LXP) and digital learning models
- Establish learning analytics capabilities
- Explore and implement emerging learning technologies (e.g., AI, adaptive learning)
5. Effectiveness Measurement & Business Impact
- Establish multi-level learning evaluation frameworks (Kirkpatrick, ROI, business impact)
- Measure and track learning impact on:
- Organizational capability uplift
- Business outcomes (productivity, revenue impact)
- Provide executive-level insights and reports to support decision-making
6. Strategic Partnership & Stakeholder Management
- Act as a Learning Consultant to business units and senior leadership
- Partner with HR Business Partners to drive talent strategies
- Participate in strategic decision-making, ensuring talent development is embedded in business strategy
- Drive the execution of corporate culture in daily management practices
7. Global Governance & Resource Management
- Manage global learning budgets and investment effectiveness
- Build and manage strategic vendor partnerships
- Ensure consistency, quality, and scalability of global learning initiatives
8. Team Leadership & Capability Building
- Build an L&D team with strong strategic, analytical, and consulting capabilities
- Lead global and cross-regional L&D teams and project leaders
- Develop a high-impact L&D function focused beyond execution to strategic influence
- Foster innovation and continuous improvement
- Manage key external partners and consultants to ensure quality, impact, and cost-effectiveness
Qualifications
Education
- Bachelor's degree or above in Human Resources, Psychology, Education, Business Administration, or related fields
Experience
- 10+ years of experience in talent development or human resources
- 8+ years of leadership and cross-regional management experience
- Proven experience leading large-scale or global learning & development initiatives
- Experience in organizational transformation (digital, cultural, or operational) is highly preferred
