For an international technology company based in Taipei, Adecco is recruiting a Global Trade Compliance Manager to build and lead a comprehensive global export compliance framework. In this role, you will serve as the strategic core for trade compliance, initially driving greenfield or transformational projects that establish or upgrade global export compliance systems. You will interpret complex regulations shaped by geopolitics and convert them into practical, standardized internal procedures that balance risk control and business efficiency. Over time, this position is expected to evolve into a leadership role with responsibility for building and managing a dedicated compliance team while supporting the company's global growth.
[Candidate Profile]
- At least eight years of hands-on experience in export control or trade compliance, preferably gained in multinational corporations, semiconductor or high-tech industries, or international law firms.
- Deep working knowledge of export control laws and practices in Taiwan, U.S. EAR/ITAR, European Union regulations, and cross-Strait export control requirements, with the ability to apply them in real business scenarios.
- Bachelor's or master's degree in law, international trade, business administration, or a closely related field providing a strong legal or commercial foundation.
- Strong problem-solving and analytical skills with proven judgment in navigating complex, cross-border regulatory issues and formulating appropriate response strategies.
- Excellent communication skills in both Chinese and English, with high professional integrity and decision-making capability to balance business growth objectives with regulatory compliance obligations.
- Familiarity with ERP systems and trade compliance automation tools, with experience in system-based workflows considered a significant advantage.
- CUSECO (Certified U.S. Export Compliance Officer) or equivalent export compliance certification, BIS training such as Export Control Essentials or related seminars, CSCMP (SCPro™) certification, or TELOS and NCBFAA trade compliance training are all considered strong plus factors.
- Prior people management or project leadership experience is an advantage, as the role may evolve from an individual contributor into a managerial position over time.
[Responsibilities]
- Lead the planning, implementation, and ongoing management of a global export compliance framework that ensures adherence to U.S. EAR/ITAR, European Union, Taiwan, China, and other jurisdictional control and sanctions regulations.
- Analyze and interpret export control rules, including dual-use technologies and Unreliable Entity List requirements, and translate them into executable internal standard operating procedures and control mechanisms.
- Design and conduct global compliance awareness initiatives, acting as the primary compliance contact and partnering closely with sales, R&D, supply chain, legal, and senior management teams to deliver commercially practical compliance solutions.
- Evaluate, select, and implement export compliance automation systems such as SAP GTS and Oracle GTM to enhance screening of restricted parties (SPL) and streamline product classification and documentation processes.
- Establish and maintain technical export control monitoring for technology transfer, R&D data sharing, and Deemed Export scenarios to safeguard core technologies and sensitive know-how.
- Lead third-party Due Diligence activities, investigate potential or actual violations, coordinate internal reporting, and drive preventive and corrective measures across relevant functions.
- Support the supply chain in risk avoidance, resilience planning, and strategic network design, ensuring export control and sanctions considerations are integrated into sourcing and logistics decisions.
- Conduct periodic internal compliance audits and represent the company in interactions, inspections, or investigations conducted by government regulatory and enforcement authorities.
