Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers products. As of 2024, TSMC serves more than 500 customers and manufactures over 11,000 products for high-performance computing, smartphones, the Internet of Things (IoT), automotive, and digital consumer electronics. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.
We are seeking a highly proactive, organized, and influential manager to drive the development and operational excellence of our Global Talent Incubation initiatives from our Global Headquarters. In this pivotal role, you will lead a team of Specialists and Coordinators, while also being hands-on in designing and establishing a robust global framework that enables our regional talent incubation leads to effectively identify, engage, and nurture top global talents at an early stage.
You will be responsible for creating the foundational models, processes, and tools that ensure consistent execution and measurable impact across all regions. This role demands exceptional project and program management skills, a keen eye for process improvement, and the ability to influence stakeholders across diverse global teams.
You will also be responsible for guiding, coaching, and developing your direct reports, ensuring the team's collective success in supporting our global talent strategy. A strong emphasis will be placed on leveraging technology and data to optimize program efficiency, standardize reporting, and enhance global stakeholder engagement.
Job Responsibilities:
1. Team Leadership & Development:
(1) Lead, mentor, and develop the team, fostering a high-performance and collaborative team environment.
(2) Provide guidance, coaching, and support to direct reports, ensuring their professional growth and the successful execution of their responsibilities.
(3) Manage team workload, allocate resources effectively, and conduct performance reviews for direct reports.
(4) Promote best practices in project management and operational efficiency within the team.
2. Global Framework Design & Development:
(1) Lead the design and continuous improvement of the global talent incubation framework, including program methodologies, best practices, and operational guidelines, ensuring scalability and regional adaptability.
(2) Oversee the development of standardized processes, toolkits, and resources to empower regional talent incubation leads in the effective implementation of early-career programs and international talent engagement efforts.
(3) Establish clear principles and strategies for identifying, attracting, and nurturing early-career talent globally, ensuring alignment with overall business objectives.
3. Operational Excellence & Standardization:
(1) Spearhead initiatives to drive operational excellence across all global talent incubation activities, focusing on consistency, efficiency, and impact.
(2) Define and implement standardized communication channels and protocols between Global HQ and regional teams to ensure seamless information flow and alignment.
(3) Develop and manage a global dashboard or reporting mechanism to track plans, activities, and key performance indicators (KPIs) consistently across all regions, providing a consolidated view of program health and impact.
4. Project & Program Management:
(1) Manage complex global projects related to the evolution and enhancement of the talent incubation strategy, from conception through to rollout and adoption by regional teams, delegating tasks to and overseeing the work of team members where appropriate.
(2) Develop comprehensive project plans, including scope definition, resource allocation (both direct reports and influencing regional teams), timelines, and risk management strategies.
(3) Ensure timely delivery of project milestones and facilitate cross-functional collaboration to achieve project objectives.
5. Stakeholder Engagement & Influence:
(1) Collaborate closely with the larger talent leadership, regional talent incubation leads, and other global HR/business stakeholders to gather requirements, build consensus, and ensure successful adoption of global initiatives.
(2) Utilize exceptional communication, presentation, and influencing skills to articulate the vision, benefits, and operational requirements of the global framework to diverse audiences.
(3) Foster a culture of collaboration and knowledge sharing among regional leads, acting as a central point for best practice dissemination.
6. Data, Technology & Reporting:
(1) Define and standardize key metrics and reporting requirements for talent incubation programs across all regions, ensuring data integrity and consistency.
(2) Identify, evaluate, and advocate for the adoption of global technologies and platforms that enhance program management, talent tracking, and reporting capabilities.
(3) Analyze consolidated global data to identify trends, derive insights, and provide strategic recommendations to leadership for continuous program optimization and strategic planning.
Job Qualifications:
1. Master's in Human Resources, Business, Education, or related field.
2. Minimum 10 years experience in talent acquisition, university relations or early career programs, with at least 3 years in leadership role.
3. Progressive experience in project management, program management is highly preferred.
4. Proven success in building and scaling talent incubation, early careers programs, or university relations at regional or global scale is highly preferred.
5. Demonstrated ability to design, implement, and scale global frameworks or processes in a complex, multi-regional environment.
6. Demonstrated ability to drive process improvement and manage complex projects across regions.
7. Superior communication, presentation, and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
8. Strong analytical skills, with the ability to define metrics, collect and interpret data, and provide actionable insights.
9. Proficiency in leveraging technology for program management, data analysis, and communication (e.g., project management software, HRIS, reporting tools).
10. Ability to work effectively in a fast-paced, dynamic global environment, managing both strategic initiatives and team responsibilities.
11. Experience working with diverse global teams and understanding of cultural nuances.
12. Flexibility to travel.
13. Fluent in Mandarin and English.
