Job Description

This is more than a traditional HR leadership role. As a strategic partner to the business, you will play a critical role in building the organizational capabilities that support TCI's global growth. You will lead the development of a global organization with the right structure, leadership, talent, and culture to support TCI's evolution into a world-leading Contract Development and Manufacturing Organization (CDMO).

You will work closely with Management Board to build a global talent strategy, strengthen organizational effectiveness, develop future leaders, and foster a high-performance culture across our international operations.

Key Responsibilities

1. Global Organization Design & Integration

  • Design and continuously optimize the organizational structure across TCI's global operations, including Taiwan, the United States, Europe, and Asia.
  • Ensure corporate strategy is effectively translated into local business, manufacturing, commercial, and operational execution.
  • Develop and standardize global HR frameworks, policies, and practices while allowing appropriate local flexibility.
  • Ensure HR practices comply with applicable international labor laws, regulatory requirements, and industry standards.
  • Strengthen cross-border collaboration and build a cohesive global organizational culture.

2. Global Talent Acquisition & Employer Branding

  • Partner with business leaders to identify future talent requirements and develop long-term workforce strategies.
  • Develop a proactive global talent strategy and pipeline for critical positions across commercial, scientific, manufacturing, automation, and leadership functions.
  • Build strong talent networks to attract high-caliber international sales leaders, biotech professionals, scientists, engineers, and automation specialists.
  • Strengthen TCI's global employer branding and employee value proposition across international talent markets.

3. Organizational Effectiveness & People Analytics

  • Establish a data-driven approach to organizational diagnosis, workforce planning, and talent management.
  • Use HR analytics and business data to identify organizational gaps, talent risks, productivity opportunities, and areas for improvement.
  • Evaluate organizational structures and workforce allocation to improve efficiency and scalability.
  • Design and refine performance management

Requirements

  • 10+ years of progressive HR leadership experience, preferably within biotech, life sciences, food & beverage, advanced manufacturing, high-precision manufacturing, or other complex international industries.
  • Proven experience leading global HR, organizational development, talent management, or people strategy across multiple countries or regions.
  • Strong strategic thinking and business acumen, with the ability to connect people strategy directly to business objectives and long-term growth.
  • Demonstrated experience in organizational design, workforce planning, talent acquisition, leadership development, succession planning, and performance management.
  • Strong analytical capabilities and the ability to use people data to support business and organizational decisions.
  • Excellent communication, stakeholder management, and influencing skills, with the ability to work effectively with senior executives and international teams.
  • Strong cross-cultural leadership capabilities, particularly experience working across Taiwan–U.S. or other Asia–Western business environments.
  • Experience working in a fast-growing, multinational, or transformation-oriented organization is strongly preferred.
  • Fluency in English and Mandarin Chinese is preferred.
