Job Description

The Deputy Manager, HSE supports the implementation and continuous improvement of Health, Safety & Environment (HSE) programmes, governance frameworks and management systems across Keppel's divisions/platform portfolios. The role partners business and operational teams to drive regulatory compliance, effective risk management, operational excellence and a positive safety culture across diverse assets, projects and operational environments.

The incumbent is expected to support HSE initiatives across multiple business segments and be adaptable to changing business priorities and deployment requirements.

Key Responsibilities

1. HSE Governance and Assurance

  • Support the implementation and continual improvement of HSE policies, standards and management systems across assigned assets, operations and projects.
  • Coordinate and facilitate HSE committee meetings, management reviews and stakeholder engagements.
  • Plan and conduct workplace inspections, audits and compliance assessments to verify adherence to statutory, corporate and client requirements.
  • Monitor HSE performance indicators and assist in preparing management reports, dashboards and governance updates.

2. Risk Management and Operational Safety

  • Conduct and review risk assessments, safe work procedures and Method Statements to ensure hazards are identified and adequately controlled.
  • Support Permit-to-Work (PTW) processes and verify that critical risk activities are properly assessed and authorised.
  • Provide HSE advice and guidance to operational teams, contractors and project personnel on risk mitigation measures and safe work practices.
  • Participate in design reviews, operational readiness assessments and management of change processes where required.

3. Incident Management and Investigation

  • Support the reporting, investigation and management of incidents, near misses and unsafe conditions.
  • Facilitate root cause analysis and recommend corrective and preventive actions.
  • Track and verify the completion and effectiveness of corrective actions to prevent recurrence.
  • Share lessons learnt and promote continuous improvement across business units.

4. Contractor and Stakeholder Management

  • Support contractor pre-qualification, onboarding and performance monitoring processes.
  • Engage contractors, vendors and service providers to ensure compliance with HSE requirements.
  • Participate in site engagements, safety campaigns and leadership walkthroughs to strengthen HSE culture.

5. Regulatory Compliance and Reporting

  • Maintain HSE documentation, records and statutory submissions in accordance with legal and corporate requirements.
  • Monitor changes in HSE regulations and support the implementation of compliance measures.
  • Liaise with regulatory authorities, auditors and external stakeholders as required.

6. HSE Capability Development

  • Support the planning and delivery of HSE training, awareness programmes, emergency drills and campaigns for employees and contractors.
  • Promote proactive reporting of hazards, near misses and improvement opportunities.
  • Contribute to initiatives that enhance HSE culture, workforce competency and operational excellence.

7. General Support

  • Provide operational and administrative support for HSE programmes and strategic initiatives.


Job Requirements

Qualifications

  • Diploma or Bachelor's Degree in Occupational Safety & Health, Environmental Science, Engineering or a related discipline.
  • Registered Workplace Safety & Health Officer (WSHO) with MOM, Singapore preferred.
  • Other relevant certifications such as Fire Safety Manager, Environmental Control Officer, ISO 45001/14001 Auditor or equivalent will be advantageous.

Experience

  • Minimum three years of relevant HSE experience in operational, industrial, infrastructure, facilities management, real estate, construction and/or data centre environments.
  • Demonstrated experience in risk management, compliance assurance, incident investigation and contractor safety management.
  • Experience conducting audits, inspections and safety assessments.
  • Familiarity with Singapore Workplace Safety & Health legislation and industry best practices.

  • Strong understanding of HSE management systems, governance frameworks and risk management principles.
  • Good communication, stakeholder engagement and influencing skills.
  • Strong analytical, problem-solving and report-writing capabilities.
  • Ability to work independently and effectively across multidisciplinary teams.
  • Adaptable and willing to support multiple business segments, assets and operational environments.
  • Knowledge of digital technologies, data analytics and Artificial Intelligence (AI) applications that support HSE performance, reporting, inspections, risk management, incident investigations and process improvement will be an advantage.
  • Familiarity with digital tools such as Microsoft Copilot, Power BI, Power Platform or equivalent technologies will be beneficial.
  • Demonstrated ability to leverage technology and innovation to improve operational efficiency and safety outcomes is preferred.
