The Opportunity
We are seeking an experienced Delivery Lead to join our Technology Consulting practice. In this role, you will lead the end-to-end delivery of complex technology transformation and custom application development engagements, with a particular focus on the public sector.
You will work closely with clients, business stakeholders, architects, developers and multidisciplinary delivery teams to translate business requirements into successful technology outcomes. You will be accountable for overall project and programme delivery, ensuring engagements are delivered to the required quality, timeline, scope and budget.
The role requires strong project and programme management capabilities combined with sufficient technical depth to effectively lead technology delivery.
Your Key Responsibilities
- Lead the end-to-end delivery of complex technology projects and programmes, from initiation and planning through implementation and closure.
- Take overall accountability for project scope, schedule, budget, resources, quality, risks, issues and dependencies.
- Lead custom application development engagements involving high-code and/or low-code platforms.
- Manage multidisciplinary delivery teams comprising architects, developers, business analysts, product owners, UX/UI professionals and other technology specialists.
- Establish and maintain effective project and programme governance, including project plans, RAID management, status reporting, steering committees and executive-level reporting.
- Oversee the acquisition and development of software systems in organisational units.
- Monitor the results and quality of the different software solutions and projects implemented in the organisation.
- Oversee the development of Proof-of-Concept/ solutions and provide technical expertise on the development of software and platform features, ensuring that appropriate security and risk factors are considered.
- Build trusted relationships with senior client stakeholders and serve as a key point of contact for programme and delivery matters.
- Manage complex stakeholder environments involving business, technology, government agencies, vendors and other delivery partners.
- Work closely with solution architects and engineering teams to understand solution designs, technical dependencies, integrations and potential delivery risks.
- Lead and oversee technology delivery within Government Commercial Cloud (GCC) environments, where applicable.
- Drive effective risk and issue management, proactively identifying potential delivery challenges and establishing appropriate mitigation and escalation plans.
- Manage project commercials, including budgeting, forecasting, resource planning, utilisation, change requests and overall engagement financial performance.
- Ensure appropriate delivery methodologies and controls are applied across Agile, Waterfall or hybrid delivery environments.
- Support business development activities including proposals, client presentations, solutioning and scoping of new engagements.
- Contribute to the development of delivery capabilities, methodologies and best practices within the Technology Consulting practice.
- Provide oversight across multiple projects or workstreams, coach and develop Managers and project teams, manage senior executive relationships, and contribute to account and practice growth.
To qualify for the role, you must have
- Bachelor's Degree in relevant discipline
- Strong experience in project management, programme management and technology delivery, ideally within consulting, systems integration or complex enterprise technology environments.
- A proven track record of successfully leading large-scale public sector or government technology projects.
- Demonstrated experience delivering custom application development engagements using high-code and/or low-code platforms.
- Experience working with or delivering solutions within Government Commercial Cloud (GCC) environments.
- Strong understanding of the software development lifecycle (SDLC) and technology delivery methodologies.
- A good technical foundation with the ability to engage confidently with solution architects, developers, engineers and client technical teams.
- Strong experience managing both business and technology stakeholders within complex delivery environments.
- Experience leading large, multidisciplinary and/or multi-vendor project teams.
- Strong project governance capabilities, including risk and issue management, dependency management, financial management and resource planning.
- Experience working across Agile, Waterfall and/or hybrid delivery methodologies.
- Strong commercial awareness and understanding of consulting engagement economics.
- Excellent stakeholder management, communication, presentation, negotiation and problem-solving skills.
- Strong leadership capabilities with the ability to influence stakeholders and drive teams towards successful delivery outcomes.
- Experience in project planning, execution, controlling and project risk management
Ideally, you'll also have
- Prior experience within a consulting or professional services environment.
- Experience managing large-scale digital transformation or application modernisation programmes.
- Relevant project/programme management or Agile certifications such as PMP, PRINCE2, Scrum, SAFe or equivalent.
- Experience working with Singapore public sector agencies and familiarity with government technology delivery, governance and security requirements.
- Experience in account management, business development, proposal development and managing multiple concurrent engagement
