As the Medical Function Home Leader in Taiwan, this role holds overall accountability for medical responsibility and governance across all Bayer Pharma businesses. Demonstrating VACC (Visionary, Architect, Coach, Catalyst) leadership, the position focuses on improving patient outcomes while ensuring strict compliance with international pharmaceutical standards, Bayer SOPs, and local industry codes. By implementing high-quality cross-divisional processes, the role protects Bayer's brand and reputation while upholding the highest ethical standards.
Furthermore, the role serves as a strategic partner to the business, driving growth by aligning medical and clinical activities with the global Bayer Pharma strategy and supporting pipeline development alongside Clinical Development. The leader must provide high-level scientific and medical partnership to internal stakeholders, balancing a flexible, commercially focused approach to achieve financial objectives while operating in a fully compliant manner.
Major tasks and responsibilities of position
BUDGET
Accountable for the local budget of Medical Function. Manages the budget planning for medical activities and function. Monitors spend against budget and ensures accurate reporting.
MEDICAL GOVERNANCE
The position is accountable for local Medical Governance, fostering an ethical culture and providing strict supervision over all activities involving human exposure to Bayer products to optimize the benefit-risk ratio. In partnership with the Country Divisional Head, the leader ensures local personnel are trained in Drug Safety, Product Quality, and the compliance principles governing key operational areas—including product and medical information, pharmacovigilance, and crisis management. Additionally, the role oversees local labeling compliance with global standards and provides clinical study due diligence (including Investigator-Initiated Researches and Collaborative Trials) to ensure full regulatory adherence and patient safety.
MANAGEMENT
Manages and implements all medical activities in Taiwan by leading the appropriate functional groups to cover the following:
Responsible for the interface with the respective global functions e.g. GRA, GCD, GCO related to the respective matrix organization between country and global functions.
As a Medical function home leader and a supervisor, there is a responsibility to lead and develop direct reports, as well as personnel who report into these direct reports.
STRATEGY AND IMPLEMENTATION
Contributes to the establishment of the Regional strategy providing the adequate local input
Represents Taiwan in all aspects related to medical activities in which Taiwan participates, is involved or its participation or involvement is considered.
Ensures the implementation of the agreed strategy by executing the agreed plans
Develops and guides local Thought Leader (TL) management strategy, together with marketing and country organization
Promotes the participation of the Country Medical Function on Regional Strategic teams looking either at new drug development products or further development of existing product ranges.
CROSS-FUNCTIONAL SUPPORT
The role is responsible for driving and optimizing cross-functional collaboration between the Medical, Marketing, and Sales departments within Product Teams to enhance business efficiency, staff morale, and high-quality output. To support commercial success, the position ensures the delivery of product safety, medical information, and medical expertise/training to both internal functions and external customers. Additionally, the leader guarantees that the Medical Department provides adequate, high-level support for key activities, including Thought Leader (TL) engagement and promotional material approval.
CLINICAL ACTIVITIES
The role enables the local organization to participate in Clinical Development Programs by developing infrastructure and defining strategic study concepts in cooperation with Medical, Marketing, and Clinical Development. It manages, designs, and executes local and regional post-registration and investigator-led study activities, ensuring all protocols and final reports for domestic studies are properly evaluated, approved, and signed off according to SOPs. Additionally, the position is responsible for establishing communication lines to handle suspected study fraud, and provides overall supervision and due diligence for all clinical activities and Patient Support Programs conducted in Taiwan.
DRUG SAFETY AND QUALITY
Accountable for the outstanding operation of the Pharmacovigilance Systems in the Country Subsidiary. This entails a close cooperation with the local Drug-Quality function.
Provides a Local Pharmacovigilance Country Head (PVCH),ensures the nomination of the PVCH by the Regional Medical Director, enables the appointee to perform the related duties and ensures a state of the art relationship with the Product Quality function, as foreseen in the relevant procedures.
MEDICAL INFORMATION
The position is accountable for the medical accuracy, correctness, and ethical tenability of all information provided by the local subsidiary, whether related to Bayer Pharma products or not. This includes ensuring that all promotional and educational materials, press releases, and publications are approved and compliant with internal SOPs, as well as local and international laws. Additionally, the role oversees that customer and patient information requests are managed according to relevant SOPs, providing accurate and balanced responses while adhering to global or regional guidance and compliance requirements.
The key role establishes, consolidates and develops Medical Department as a key piece for fostering and development success in Bayer Pharma.
The scope of activities could have a considerable impact on the overall corporate image while identifies market opportunities and establishes Bayer as a reliable and valuable partner in the medical and scientific filed.

Education:
Degree on Human Medicine (MD; PhD).
Fluency in Chinese and English.
Experience:
At least 8-10 years work experience in the pharmaceutical sector in Medical Affairs, Clinical Development or related positions.
Experience in at least some of the therapeutic areas directly relevant to Bayer Ltd
At least 3-5 years experience in managerial functions and in leadership of interdisciplinary teams.
Track record of successfully completed clinical trials.
Experience in change management (at least one major company or division re-organization)
Experience (at least 5 years) in the field of medical support of a product portfolio across multiple therapeutic areas.
Familiar with at least one therapeutic area indication including epidemiology, disease patterns and therapeutic options.
Advanced knowledge of international pharmaceutical laws, standards and codices.
