Position: Country Human Resources Manager - Taiwan
Key Responsibilities:
- Define Country HR strategy, which should be aligned with regional strategy, ensure locally adapted and execution on lower organizational levels
- Responsible for entire employee lifecycle, make sure all the data quality, timely & accurate payroll
- Provide binding standards and guidelines for HWL's HR activities and Global/Regional HR processes (e.g. branding, recruiting, personnel development, succession planning, talent management) and ensure execution on lower organizational levels
- Control the country HR budget and report on current and future staffing costs and initiatives by estimating, forecasting, and anticipating requirements, trends, and variances
- Drive towards best practice support processes and support efficiently end-to-end processes
- Develop and implement global/ region/ local initiatives for equal opportunity, diversity etc. /ensure their implementation
- Develop local company wellbeing, health and counselling policies/ ensure their implementation
- Ensure all procedures comply with legal regulations and best practices
- Provide country information by interpreting people data and analyzing figures on staff turnover, cost per hire etc.
- Anticipate and resolve litigation risks
- Design and direct country training programs
Leadership in the matrix
- Foster collaboration between Geos/General Management, Products, Sales and Supporting functions (matrix mindset)
- Decide jointly with Country MD and Country Heads on HR matters (e.g. hiring/ termination, target setting, performance appraisals)
- Act as escalation level and support conflict resolution for conflicts/stalemates between HR and Geo/Sales/Supporting Function responsible on lower organizational level
Support services
- Identify country staffing needs and create job descriptions
- Establish departmental accountabilities for the HR functions
- Make sure all the personnel data be updated in HR systems accurately and timely
- Perform talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention
- Lead the analysis of employee feedback and data, with the aim of creating a better working environment and engaged culture
- Serve as the point of contact for employment relations and communicate with labor unions
- Roll-out yearly appraisal (optional)
System enhancement
- Identify IT-improvement/Digital solutions need in HR-related technologies and systems
- Make sure the successful implementation of Global/Regional/Country HR System
Key Requirements:
- 5 years of experience in related field
- Minimum of 3 years of relevant experience in international /global environment
- Sound knowhow in recruitment and Staffing. Drive the search strategy to find the right people to the right job at the right cost and right timing.
- Effective communications skills to work with all levels of employees to explain programs and resolve problems
- Familiar with local employment legislation and relevant laws
- Can check and verify payroll independently
- Demonstrated ability to maintain confidentiality of sensitive employee information
- Able to work with high degree of accuracy, often in time critical situations
- Excellent team player
- Excellent interpersonal skills and able to work effectively in a diverse work group
