Description
This is a full-time one-year contract position not eligible for benefits as a contract role. There is potential for conversion to full-time employment.
The Community Development Coordinator supporting the City's Community, Business, and Economic Development Department (CBED) is responsible for leading data-driven decision-making across a broad portfolio of community development projects. This position supports the department's work in geospatial analysis, data analytics, and project management, playing a pivotal role in shaping neighborhood revitalization strategies, housing programs, infrastructure planning, and economic development initiatives. The ideal candidate demonstrates technical mastery of project management, geospatial and analytical tools. This is not a supporting role; it is a coordination and leadership position within the Community Development Department, bridging analytical expertise with strategic project delivery. The role requires strong organizational skills, customer service orientation, and the ability to work across multiple municipal functions.
Example of Duties
- Design, develop, and maintain complex datasets, dashboards, and analytical models to inform community development strategy and planning
- Conduct advanced statistical and spatial analysis on demographic, economic, housing, and land use data
- Produce high-quality, decision-ready reports, visualizations, and presentations for elected officials, department leadership, and community stakeholders
- Identify trends, disparities, and opportunities through quantitative and qualitative data interpretation
- Support data quality assurance processes and establish data governance best practices department-wide
- Develop, maintain, and analyze geographic information systems (GIS) maps, spatial databases, and interactive web maps
- Perform geospatial modeling, including site suitability analysis, proximity analysis, overlay analysis, and spatial statistics
- Integrate GIS data with external datasets (Census, FEMA, regional planning agencies) for multi-layered community analysis
- Provide analytical leadership on high-visibility, high-priority special projects assigned by the Director or City leadership
- Conduct feasibility studies, needs assessments, and program evaluations for community development initiatives
- Collaborate cross-departmentally with Planning, Public Works, Housing, and Finance to deliver integrated data solutions
- Manage multiple concurrent projects from inception through delivery, ensuring on-time, on-scope, and on-budget outcomes
- Develop and maintain detailed project plans, timelines, milestones, and status reports
- Coordinate with internal and external stakeholders, including consultants, regional agencies, and community organizations
- Proactively identify project risks, conflicts, and dependencies and implement mitigation strategies
- Support implementation of economic development programs, including small business assistance, corridor revitalization, incentive programs, and redevelopment initiatives.
- Perform other duties as assigned in support of departmental operations
Knowledge, Skills, And Abilities
- Proficiency in Microsoft Office and familiarity with GIS software and data visualization tools.
- Knowledge of Adobe Creative applications (Illustrator, InDesign, Photoshop, Acrobat PDF, etc.)
- Working knowledge of municipal planning, zoning, permitting, and economic development principles.
- Working knowledge of transportation planning and development principles.
- Working knowledge of public infrastructure planning and development.
- Strong organizational and project management skills with the ability to manage multiple priorities.
- Excellent written and verbal communication skills.
- Strong customer service skills and ability to work with diverse stakeholders.
- Ability to analyze data and prepare clear, concise reports and presentations.
- Ability to work independently and collaboratively in a fast-paced municipal environment
Minimum Qualifications
- Minimum 5 to 7 years of direct, hands-on geospatial analysis experience in a professional setting. Experience with GIS software in planning, government, nonprofit, or research environments strongly preferred
- Minimum 5 to 7 years of data analytics experience– including data cleaning, modeling, visualization, and reporting using industry-standard tools
- Demonstrated experience managing projects independently, including scope definition, scheduling, stakeholder coordination, and deliverable management
- Experience working within a community development, urban planning, housing, or public-sector context is highly desirable
Preferred Qualifications
- Esri ArcGIS Desktop/Online certifications or equivalent GIS professional credentials
- Project Management Professional (PMP) certification or equivalent
- Experience with federal community development programs (CDBG, HOME, HUD initiatives)
- Familiarity with Census Bureau data products (ACS, Decennial, TIGER/Line files)
- Knowledge of local government operations, land use regulations, and zoning
- Experience with open data portals, data publishing, and public-facing data products
Education and Certification
- Bachelor's degree in Geography, Urban Planning, Data Science, Public Administration, Information Systems, or a closely related field
- Master's degree preferred but notrequired; relevant certifications may substitute for an advanced degree
Physical Demands and Working Environment
Work is usually sedentary, with occasional walking, standing, bending, and carrying items under 25 pounds, such as books, files, and papers. Good vision is required to clearly distinguish line patterns and colors, concentrate in noisy environments, and produce accurate data and reports. Occasional travel for field work and attendance at training, meetings, and conferences.
