The role:
We are looking for a highly driven Consent Manager to lead and manage all permitting, environmental impact assessment (EIA), and regulatory interface activities for our offshore wind development portfolio in Taiwan.
Based in Taipei and reporting to the Consent & Development Director, COP Taiwan, you will play a critical role in advancing offshore wind projects from early-stage development through construction readiness. You will act as the central point of coordination for all consent-related matters, ensuring regulatory compliance, schedule alignment, and strategic stakeholder engagement.

Your key responsibilities will include:
- Own and manage the end-to-end consenting strategy for offshore wind projects in Taiwan, covering development, construction, and operational phases
- Lead and coordinate Environmental Impact Assessment (EIA) processes in compliance with Taiwanese regulatory frameworks and international standards
- Develop and execute a comprehensive permitting roadmap, ensuring timely submission and approval of all required licenses, permits, and regulatory approvals
- Manage external consultants conducting environmental, technical, and socio-economic studies, ensuring quality, budget control, and schedule adherence
- Act as primary interface with Taiwanese authorities at national and local levels, maintaining proactive and transparent regulatory engagement
- Identify and mitigate consent-related risks, aligning permitting strategy with project schedule, grid interface requirements, and commercial milestones
- Support DEVEX and budget inputs related to environmental surveys, permitting processes, and regulatory compliance
- Ensure compliance with all consent conditions and regulatory obligations throughout the project lifecycle
- Collaborate cross-functionally with engineering, commercial, grid, and stakeholder engagement teams to integrate permitting requirements into overall project development strategy
Your experience:
We are looking for a candidate with strong regulatory credibility and infrastructure project experience in Taiwan.
- Bachelor's or Master's degree in Environmental Science, Engineering, Marine Studies, Law, Public Policy, or related field
- Minimum 5+ years of experience in permitting, environmental management, or infrastructure project development, preferably within offshore wind, renewable energy, power generation, marine infrastructure, or other large-scale projects
- Demonstrated experience leading or managing Taiwanese EIA processes and interfacing with the Environmental Protection Administration and other relevant authorities
- Strong understanding of Taiwan's regulatory framework for offshore wind, marine spatial planning, and grid connection permitting
- Proven ability to manage multidisciplinary consultants and coordinate complex workstreams under tight timelines
- Experience engaging with governmental bodies, regulators, and local stakeholders in Taiwan
- Fluent in Mandarin and English, with strong written and verbal communication skills
- Structured, detail-oriented, and capable of operating independently while contributing to a collaborative international team
