Job Description
- a recognised degree in technical or engineering discipline, additional procurement or legal qualification would be an advantage
- a minimum of 7 years post-qualification work experience in procurement and construction field experience in working with government / statutory organisations will be an advantage
- preferably a member of CIPS or ISMP experience in leading and building a small cohesive team
- strong technical and construction safety knowledge and hands on experience on procurement practice & procedures
- proven strong skills in negotiating with suppliers / contractors as well as in preparing and assessing tender documents
- organised, analytical, energetic and result-driven character attentive to details with strong problem solving skills
- excellent command of both written and spoken English and Chinese and
- proficiency in Microsoft application software and procurement model of a recognised ERP system.

Duties include
- to act as a strategic business partner in enhancing corporate governance, procurement effectiveness, and operational efficiency.
- to develop and implement procurement strategies that achieve cost savings, target benefits, and value-for-money outcomes.
- to establish, maintain, and continuously improve procurement and tendering processes, including tender documentation, compliance requirements, cost control, contract administration, and payment valuation.
- to coordinate and manage tender and quotation exercises, conduct tender evaluations, and provide recommendations for contract awards.
- to manage vendor and contract administration, including maintaining vendor databases, conducting due diligence, and overseeing existing and new contracts and agreements.
- to conduct market research on products, services, and suppliers, while proactively identifying procurement improvements and cost-saving opportunities with internal stakeholders.
- to lead and develop a small procurement and inventory management team, provide training and guidance to procurement users, gather feedback, and oversee team performance.
- to carry out any other duties as assigned from time to time by the Executive Director.
